Verified copper ILEC: Osceola (Kissimmee, St. Cloud) and Lake (Clermont, Leesburg) = Lumen; Polk is split — Frontier west (Lakeland), Lumen east (Winter Haven). Confirm any single address on the FCC Broadband Map or RCN map (Spectrum = cable, not the copper ILEC). Lumen has stopped move/add/change orders on copper POTS (grandfathering → retirement) and rates are climbing — same forced-migration urgency as AT&T.

Brightspeed is not doing AT&T-style forced retirement — it's overbuilding fiber fast and reactively moving customers off failing copper. Angle: get ahead of degrading copper before a Brightspeed truck-roll decides for them. (Lumen keeps only enterprise / Global Crossing voice in NC.)
